Dr. Thomas Biggs, a native Houstonian, attended Yale University and Rice University and received his medical degree from Baylor College of Medicine. He interned at University of Wisconsin Hospital, received general surgery and plastic surgery training at the Baylor affiliated hospitals. Dr. Biggs served as captain in the United States Air Force and was Chief of Plastic Surgery at Travis Air Force Base Hospital before returning to Houston to begin private practice.

He practiced as a member of the Cronin, Brauer & Biggs Clinic Association from 1966 to 1988 and was a resident who helped put in the very first breast implant. In 1988, he began Thomas M. Biggs, M.D., P.A., private practice which now with his partner, Donald R. Collins, Jr., M.D., is Biggs & Collins, P.A. Dr. Biggs is on Emeritus staff at St. Joseph Medical Center where he served three terms as Chairman of the Department of Surgery. He is currently a clinical professor, division of plastic surgery, at Baylor College of Medicine.

Dr. Biggs is board certified by the American Board of Plastic Surgery. As a member of The International Society of Aesthetic Plastic Surgery, he served as President and currently serves as a Trustee and is Editor-in-Chief of Aesthetic Plastic Surgery, official journal of the International Society of Aesthetic Plastic Surgery. He is a member of the American Association of Plastic Surgeons, American Society for Aesthetic Plastic Surgery, American Society of Plastic Surgeons, and a Fellow of the American College of Surgeons. He is a member of and past president of the Texas Society of Plastic Surgeons and Houston Society of Plastic Surgeons. Dr. Biggs was named 2005 Distinguished Plastic Surgeon from the Houston Society of Plastic Surgeons (only two recipients in the 50 year history of the society). He has published approximately 30 medical journal or book chapters on plastic surgery and has been a faculty member, panel member, moderator, visiting professor, scientific program chairman at the various plastic surgery organizations throughout the United States and the world.
